You mean "Mirroring", and the general idea is to be able to get a rather
large software package from as close to you as possible.  Sure, you could
get vim from the netherlands, but if someone took the time to put it
up here in north america, youll get it faster, and youll save precious
intercontinental bandwidth, getting it from the mirror...
