The quick answer is that djgpp compiles C & C++ and is free.  You can go to 
www.delorie.com/djgpp/
and use the Zip Picker to get what you need.  Be sure to find and read the
readme.1st file and to consult the FAQ if you have trouble.

Since you have no money, you'll be glad to know that djgpp is a great compiler
that doesn't cost anything.  However, I don't think that it is "easy."  It is
really targeted toward programmers and not towards sales, so the first
impression might be that it is "hard" to use.  It's not, though, if you go to
the trouble to read the documentation.  

RHIDE is a great help, and I do think that it makes learning to use djgpp
easier.
