The zip-picker told you to do *that*? These files are extremely non-useful
by themselves. Since the automated solution doesn't seem to be working, get
the README.1ST file from the Simtelnet site and read it. It will instruct
you what files you need and how to proceed.

What you are trying to do is to build the library source. This is a
non-trivial task and requires lots of extra tools (such as the C++
compiler). Get the binary packages as instructed by README.1ST.

djtst* is a package intended only for DJGPP maintainers to test their
changes to the library.
