This is a known bug, but it is unfortunately not easy to fix, due to
interdependencies between parts of the startup code (the one that
expands the command line and the one which reads DJGPP.ENV).

However, AFAIK, this should only happen when LFN=n is set in the
DJGPP.ENV file.  Setting LFN=n in the environment, e.g., from the DOS
prompt before running your program, should expand wildcards into short
file names.  Please see if this work-around works for you.  It does for
me.
