First of all, this is off topic for comp.os.msdos.djgpp. But since you're
here...
The best thing I can think of is Allegro's source code. Allegro is a
game/graphics library which includes PCX file support. You can get it at:
ftp://ftp.simtel.net/pub/simtelnet/gnu/djgpp/v2tk/alleg22.zip
(I think that's right.) The relevant file in its source tree is src/readbmp.c.
