Start by getting the README.1ST file:
ftp://ftp.simtel.net/pub/simtelnet/gnu/djgpp/v2/README.1ST
(you can use some other simtelnet mirror if you prefer)
The README.1ST file will tell you what you need to get.

Alternatively, I believe there is a somewhat more automated method via DJ's
Zip Picker. I don't know exactly where to find it, but go to:
http://www.delorie.com/djgpp/
and look around.
