We need to establish without any doubt that it is indeed due to the 
Windows scheduler.

One way I could think of is to compare profiles of two runs (slow 
and fast).

Another way would be to write a dedicated program whose sole purpose is 
to test this.  I didn't think long enough about what such a program 
should do.
