You should unzup the archives from the same directory where you installed 
the rest of DJGPP tools.  (You do have them, right?  Without them, 
lgp271b.zip is useless.)  The file v2/readme.1st from the same place you 
got lgp271b explains more about installation, which files are required 
and how to get started.
