Your description implies that you want something different: you want
to know, from within a running program, whether it was minimized and
then maximized again.  The keys that were used for that are NOT what
you are after.  Is that correct?

If it is, then I don't think Windows has an easily-used service for
that.  You might try two related services that I found by quickly
searching Ralf Brown's Interrupt List (see below).

One way to cope with this would be to provide a key to redisplay the
screen, which will also reload the palette.  Then the user could use
that feature after the window is restored.

You could also prevent Windows from intercepting these special keys,
by editing the properties of the DOS box.
