You might also want to check out www.mpeg.org

They have a new MPEG SDK (kewl..) which is freely available. I'm starting
to write my own player and I'm using that. The Xaudio SDK can decode MPEG
1.0 and 2.0, layers 1, 2, and 3 (except for intensity stereo in layer 3).
Future enhancements will include Dolby AC-3 (multichannel extensions in
MPEG 2.0).
