This is not DOS-specific, so it certainly would show on Unix. Since
the stand-alone Info should be a faithful emulation of the Emacs Info
reader, I think it *is* a bug, but the GNU maintainer could think
otherwise.

What alphabetical list? `u' moves to the parent node; you might think
it goes to alphabetical list because you are looking at libc.inf file,
but that's specific to that file.

This is easily changed. You need to change the way the UP: pointer is
generated (by makedoc program, I think).
But I'm not sure this is such a good reason to make this change.
libc.inf is a reference, not a user guide, so the order is not
important, IMHO. If you need a particular function, it's easier to
get there via the full list, since you don't have to remember which
category does it belong to.
