No. The blurb from the GCC docs says "it will not compile on any DOS
compiler except itself". So you must get the distributed binary and then use
it to rebuild the sources, if you want to make any changes.

Incidentally, the Info docs include a large section on porting GCC. Read
those as well as the sources, it's quite enlightening.
