Please tell for which info files did you check this.  Which files work 
and which don't?

Here's something else to try:

	cd %DJDIR%\info
	info -d . -f make.info

Substitute %DJDIR% with the name of your DJGPP installation directory.
(You can type the name of any other Info file instead of `make.info').  
Does this work for you?

Also, please make sure you are indeed using the info.exe from txi390b.zip 
(maybe another info.exe is lurking on your PATH?).  If you only have one 
info.exe, please post its size and date/time stamp.
