The problem is that Borland have some limitations on the distribution of TV, 
look my home page for some links.
You basically need to download TV 2.0 from the Borland's site and then the 
RHIDE sources. The RHIDE sources includes the patchs to make a libtv.a for 
DJGPP. But be aware, it isn't 100% compatible with Borland's TV.
