I'm not certain, but the last time I used FIPS and Partition Magic, PM
was much more powerful. (Not in stupid user interface, but FIPS would
only take a partition which could be truncated without changing cluster
size, and do so. PM will take any partition (including the one it's
running on) and modify cluster size, move it around the disk, resize it,
etc... The number of things that can be done vary with the partition
type, but it has fairly complete support for DOS, Win, NT, etc...
(though not as complete for Linux.)

Still, like you said, FIPS IS free. (And as for SC vs LILO, I've only
used LILO, but I don't see what SC could possibly do that LILO doesn't.)
