I don't remember exactly why I put config.bat inside the binary 
distribution.  But anyway, em1934s1.sip is NOT self-contained, you need 
em1934b.zip, em1934r[1-3].zip and em1934l[1-3].zip as well.  Otherwise, I 
don't guarantee it will work, because I never tried it.

Do I understand that the problem you reported goes away after you run 
config.bat and "make install"?
