You can get the sources off the borland ftp server 
ftp://ftp.borland.com/pub/techinfo/techdocs/\
language/cpp/bcpp/patch/tv.zip
Robert Hoehne has the patches to compile it
with DJGPP. Borland is a bit weird about the sources, so
he had to remove them. So I think that's the reason
why they disappeared from SimtelNet, too. 
Once you got hold off the lib and headers, porting
to DJGPP is relatively easy. The only pitfall I encountered
is the need for packing structs in dialogs. 
I think giving away the headers and the library is fine, so
send me a pmail and I'll send you the binaries.
