A minimum DJGPP installation consists of the following files from
SimTel:

v2/readme.1st        READ THIS FIRST.  (how plain can it be?)
v2/djdev201.zip
v2gnu/bnu27b.zip
v2gnu/gcc2721b.zip

If you intend to work in DOS, you need:

v2misc/csdpmi3b.zip

If you want to compile C++, you need:

v2gnu/gpp2721b.zip
v2gnu/lgp271b.zip

GNU Make is found in:

v2gnu/mak375b.zip
