DJGPP is a full MS-DOS port of the GNU C/C++ compiler and associated
tools and utilities. DJGPP and programs compiled with it run in 32-bit
protected mode on 80386 and higher CPUs. It is a complete development
environment.

ftp://ftp.simtel.net/pub/simtelnet/gnu/djgpp/v2/readme.1st

The name says it all. If that doesn't help, try the DJGPP User's Guide
at http://www.delorie.com/djgpp/doc/ug/.

If you need still more help, try the DJGPP Frequently Asked Questions
list at ftp://ftp.simtel.net/pub/simtelnet/gnu/djgpp/v2/faq210b.zip or
http://www.delorie.com/djgpp/v2faq/.

If you need help after all of that, post your problems here. Be sure to
consult chapter 6.12 of the FAQ first.

Good luck!

DJGPP will work under every known PC-compatible operating system. See
chapter 3 of the FAQ.
