Why, in the most obvious place, of course!

ftp://ftp.simtelnet/pub/simtelnet/gnu/djgpp/v2/faq210b.zip includes a 
file called `djgppfaq.html' which is the FAQ in HTML format as a single 
large file.

Btw, this is all explained on the first page of the FAQ whose URL you 
quoted, so I fail to understand how come you didn't find this out 
yourself.
