You can try NetPBM. It's available for UNIX but since it doesn't do any
graphics (strictly file conversion and quantization) it should be
compilable with DJGPP. You can even construct a "standard palette" from
all your TGA files and quantize them, so that they all use one palette to
minimize color flashing stuff.
