That's most probably because DJGPP by default disables long filenames 
support, and Emacs needs to see specific files at startup.  If you set 
LFN=y from the DOS box before running Emacs, it will work (and you also 
get long filenames with DJGPP programs).

There's nothing Unix-specific in Emacs.  I use it all the time, and 99% 
of my chores are done on MS-DOS.  But chosing an editor is very personal, 
so I won't even try to convince you.
