Try increasing the DPMI memory available to DOS apps in the DOS box
properties sheet.  You can select a value up to 16 MB (16384K) from the
drop box, or manually enter a value up to 64 MB (65536K).

FYI, what version of Allegro are you trying to compile, and what version
of Make are you using to compile it?
