It simply doesn't work because the path is separated by 
";", just use ":" and it'll work. This seems to be a bug
in make at least up to v 3.74 (the one I'm using under AIX),
although the info files says that both should work.
The tilde shouldn't pause a problem, because most shells
interpret them only in a special way if a path starts with it.
