Please note that due to a sad omission, v2gnu/txi390b.zip doesn't
include the pre-compiled binary of install-info.exe.  So if you want
to use it, you will have to download the *source* distribution
txi390s.zip and build it (the Makefile there will build all the
programs, including install-info).

How come?  There's a chapter called "Invoking install-info" in the
Texinfo distribution.  type this from the DOS prompt to read it:

    info texinfo "install an info file" "invoking install-info"

(the quotes are important).
