Visit <http://www.delorie.com/djgpp/> and read the information there. 
Then visit your nearest SimTel ftp site (for example,
<ftp://ftp.simtel.net/pub/simtelnet/gnu/djgpp/>), and grab the file
'v2/readme.1st'.  This will tell you exactly what you need to do to
download, install, and configure DJGPP.  I seriously recommend getting
the DJGPP Frequently Asked Questions list (v2/faq210b.zip) and reading
at least the first 6 chapters.  The FAQ is also available online at
<http://www.delorie.com/djgpp/v2faq/>.
