Have you heard of the raydeal engine?  It's got voxel graphics
for the outdoors, as well as BSP based buildings.  It was written
by one Matt Howard.  I don't know where you can get it, because
he went off to college this year and the website may not exist anymore.

I would recommend doing a websearch for "Raydeal" and maybe "Matt
Howard".
