It's a bug in Emacs.  To work around it, create an empty directory
called lib-src under gnu/emacs, and Info will magically start working
for you inside Emacs.

Standalone Info should find the Emacs docs right out of the box,
unless you haven't set your DJGPP environment variable to point to
the full pathname of the DJGPP.ENV file.  This works for me all the
time.
