Did you install the C++ version of DJGPP?  I got this same error when
compiling the Allegro library, because I hadn't downloaded gpp2721b.zip
(C++ version of DJGPP) and lgp271b.zip (C++ libraries) from the DJGPP
archive.  After installing these files, the compilation of Allegro went
like a dream.
