If you use Windows 95, the WINSET.EXE program that's on the CD does the job
nicely: you run WINSET instead of SET for an environment variable in one
DOS window, and the new value is available in any DOS window that you open
subsequently.

Actually, a similar program is available for Windows 3.1 (not that it helps
us here).  I got a program called SETW.EXE that comes with its own VxD. 
You load the VxD when you start Windows, and then you can call SETW instead
of SET in a DOS window to make the environment variable change "permemant".
