Excuse me for asking that Q: about cc1plus and header files.
I found everything in the (excellent) FAQ.

"For developing C++ programs, you will need all of the above, plus the following: 
v2gnu/gpp2721b.zip 
   The GNU C++ compiler binary (the docs are part of the gccNNNb.zip package,
   see above). 
v2gnu/lgp271b.zip 
   The C++ header files, the GNU C++ class libraries, and their docs. 
v2gnu/obc2721b.zip 
   If you want to develop Objective-C programs, you will need this file,
   which includes the Objective-C compiler and header files. 
"
