Just take the patches (diffs) from the Cygnus project and apply them
to the DJGPP GCC and LD and you should then have added the PE-COFF
target to the BFD. This should allow you to then compile and link
PE-COFF executables. Of course it will take some work to weed out the
bits that we want only.
Note that AFAIK there is no problem with the licenses as long as we
don't take the library sources. In fact the GPL is written so that we
can take the Cygnus sources and use them in DJGPP.
