What directory did you install Emacs into? The default path that is set
to search for the Info files is set in the 'djgpp.env' file in the root
directory of your DJGPP installation. It assumes that you installed
Emacs in the gnu/emacs subdirectory. If you didn't, then you'll need to
change this directory in both the [emacs] section and the [info]
section.

If you don't see an [emacs] section, then you're probably using v2.00 of
DJGPP. You can either upgrade to v2.01 or add the section manually
(just follow the same format as in the [info] section).

Hope this helps!
