The reason it's not clear is that there isn't really a good way of doing it
yet. What we're discussing is really a plan to implement win32 support in a
sensible way.

The packages available at the moment are RSXNTDJ1, which works with DJGPP to
produce very limited Windows programs, and the Cygnus project to port gcc to
win32, which has an awkwardly restrictive license.

RSXNTDJ1.ZIP can be found alongside the standard DJGPP distribution in one
of the v2* subdirectories (v2tk, I think). For information on the Cygnus
gcc port, try their website which is (I think) www.cygnus.com, or something
similar.
