Check CygWin32 at http://www.cygnus.com/gnu-win32/ 

With CygWin32 you can do native Win32 GUI programs and you can port GNUish
programs to nt also.

I have heard that you can use DLLs (like DirectX) with it if you get some
where import librarian tool.

I have heard project name minimalist Win32 or something like that. This may
be is answer to your problems. 

I think you can find all CygWin32 and minimalist Win32 stuff from
www.cygnus.com or it's links.
