I've just glanced on the sources of `recode', and it seems that one of 
the main reasons for your grief is the fact that config.os2 includes 
#define _POSIX_SOURCE.  In DJGPP, this disables non-POSIX parts of the 
include files, including O_BINARY, _fmode, and much more.
