That's probably easier than it sounds!
(assuming you already have DOSEMU)
Linux can currently run Windows binaries using 'wine <prog>' and it can
run Java binaries with either `appletviewer <prog>' or '<prog>' directly
(if Java support is in the kernel).

I think it would be fairly trivial to add magic-number detection to Linux
so it could recognize .COM and .EXE files and run DOSEMU on them
automagically (that's how the in-kernel Java execution module works).
