From the same place you got djgpp.  To compile C++ programs you need
these files:

 v2gnu/gpp2721b.zip
 v2gnu/lgp271b.zip

These must be unzipped and installed like the rest of the djgpp files.

Please get the DJGPP Frequently Asked Questions list (v2/faq210b.zip)
and read it; it answers this and many other questions.
