well, depends on the context. in matlab, for example, FLOPS stands for
FLoating point OPerationS. the command flops tells you how many floating
point operations you functions took. so, if somebody is used to that
type of an environment, it would mean the raw number of operations.
whereas, in the computer bench-hyping industry, it does stand for the
number of operations per second.
