I think "overestimated" is the correct one. Think carefully.

"cannot be overestimated" means that it is invaluable, though
underestimation is easily done, and probably frequently done.
"cannot be underestimated" means that it's impossible to imagine
anything worse, and is as such a baad insult. Not desirable.
