I think this means that there isn't enough *conventional* memory to run 
cpp.exe.  Can you post what mem /c prints, and also what go32-v2 prints 
when run with no arguments?

If the DPMI services of OpenDOS are turned on, please turn them off and 
try again.  The DJGPP FAQ list explains in section 6.2 how to tunr DPMI 
off in OpenDOS.
