One source for the 1988 version of the ANSI standard is a great book to have
for any DJGPPer anyway: Brian W. Kernighan and Dennis M. Ritchie, _The C
Programming Language, Second Edition_ (Prentice Hall, 1988), ISBN
0-13-110362-8. While the appendices it includes actually give a paraphrase
of the Standard rather than the Standard itself, I would say that coming
from the founders of the language this is a fairly authoritative
interpretation <grin>, even if "unofficial."

Not only do you get a reference on the ANSI standard, of course, but also
one of the best guides to "help you to learn C and to use it well."

Most respectfully,

P.S. This Second Edition of "K&R," as it's often known, gets cited
constantly in the C FAQ as a guide to things ANSI.
