What I was thinking of were the DJGPP info files and the environment
loading from djgpp.env.  These, of course, are not necessary to run
Emacs as a standalone editor.  Also, you need cwsdpmi.exe if you are
going to use Emacs in plain DOS.

Apart from that, you are right; Emacs doesn't need anything else to run.
