ANSI charges a lot of money (like $130, I think) for a copy of ANSI C, so 
I doubt if you will find it on the net.

However, there's a couple of good reference books which quote large parts 
of the standard; I suggest you get hold of one of them.  Personally, I 
like the books by P.J. Plauger the most.
