djtar, AFAIK, can still use the name conversion file even if it's only
being told to extract a single file.  You can make the conversion file
once, and run djtar to extract individual files, and djtar will use the
conversion file to know what to name the file when extracted, all
without ever requiring input from the user.

If I'm wrong, please correct me.  :)
