The DJGPP-compiled version is available at the following URL:

ftp://ftp.simtel.net/pub/simtelnet/gnu/djgpp/v2gnu/em1934b.zip

Note that this requires that you have DJGPP installed to work properly. 
The Emacs sources are also available from the same ftp directory, or you
can get them directly from any GNU mirror site.
