Yes you can, go to the Project window, select the desired file, press ^O (read 
the status bar there you'll find the most common commands) and you'll get the 
"Local Options" dialog, you can set special parameters for this file and you 
can even say what compiler must be used. 
What do you think? better than BC++ 3.1, no?
