WINE does Win 3.1, Win '95, Win NT emulation. Here is the output of
WINE's command line usage:

Usage: wine [options] program_name [arguments]

Options:
-allowreadonly Read only files may be opened in write mode
    -backingstore Turn on backing store
-debug Enter debugger before starting application
-debugmsg name Turn debugging-messages on or off
-depth n Change the depth to use for multiple-depth screens
-desktop geom Use a desktop window of the given geometry
-display name Use the specified display
-dll name Enable or disable built-in DLLs
-fixedmap Use a "standard" color map
    -iconic Start as an icon
    -ipc Enable IPC facilities
-language xx Set the language (one of En,Es,De,No,Fr,Fi,Da,Cz,Eo,It,Ko)
-managed Allow the window manager to manage created windows
-mode mode Start Wine in a particular mode (standard or enhanced)
-name name Set the application name
-perfect Favor correctness over speed for graphical operations
-privatemap Use a private color map
-synchronous Turn on synchronous display mode
-winver Version to imitate (one of win31,win95,nt351)

As you can see, the "-winver" option sets what version of windows to
emulate. Don't plan on running any useful programs though. I've
gotten some of the crappy utilities that come with 3.1 to work but it
is far from useful yet. I wish them luck though. I've only ran a
couple win32 apps that worked ok. One was Freecell, cant remember the
others.
