Is there a README file in the zip?  Judging from the file name, it does
sound like a hopelessly outdated perl.  (It may be the latest perl ported
to DOS, I'm not sure.)  If you have Windows 95, you'll be better off with
the Microsoft spondored port of perl 5, http://www.perl.hip.com.
