`touch' is part of the GNU Fileutils (v2gnu/fil313b.zip from the same 
place you get DJGPP).

If you want to run Unix Makefiles, you should install Fileutils and other 
Unix utilities, as Unix Makefiles call them quite a lot.  I suggest to 
download and install these packages:

	fil313b.zip
	txt119b.zip
	shl112b.zip
	grep20b.zip
	find41b.zip
	sed118b.zip
	dif271b.zip
	gwk300b.zip (create a ``symlink'' awk.exe to gawk.exe)
	bsh1147b.zip (create a ``symlink'' sh.exe to bash.exe)

Yes, it *is* a lot, but most of these will be sooner or later called by 
some Unix Makefile.
